Navajo County occupies a large swath of northeastern Arizona, with the county seat in Holbrook. The county’s judicial system includes the Superior Court of the 8th Judicial District, six Justice Courts spread across the county’s precincts, and several municipal courts. The Navajo County Superior Court, presided over by four elected judges and one part-time Family Commissioner, handles felony criminal matters, civil actions, family law disputes, probate proceedings, mental health cases, and juvenile matters. The Clerk of the Court, currently Michael Sample, serves as the official record keeper for the Superior Court, maintaining filings, minute entries, exhibits, and evidence across all case types.
Individuals searching for Arizona court records can use several official resources. The Public Access Case Lookup maintained by the Arizona Judicial Branch provides statewide case information for Superior, Justice, and Municipal Courts. The eAccess portal offers 24/7 access to Superior Court civil and criminal case documents filed on or after July 1, 2010. Clerk offices, public access terminals at courthouses, and mail-in request forms offer additional channels. Statewide court resources and self-help information can also be located through ArizonaCourts.us.

Are Court Records Public in Navajo County?
Arizona’s public records framework is established by ARS Title 39. Under A.R.S. § 39-121, public records in the custody of any officer are open to inspection by any person during regular office hours. This applies to court records maintained by the Navajo County Clerk of the Court, including civil complaints, criminal dockets, judgments, orders, and motions.
However, several categories of records are restricted or sealed under Arizona law, court rules, or court orders:
- Juvenile records — Delinquency and dependency proceedings involving minors are confidential and accessible only to authorized parties under Arizona Rules of Procedure for Juvenile Court.
- Adoption and severance records — Sealed by statute and available only through court order.
- Sealed cases — Any case file sealed by a specific court order is excluded from public inspection.
- Mental health records — Court-ordered treatment or commitment files are confidential.
- Victim information — Identifying details about crime victims may be redacted or restricted.
- Protective order petitions — While orders of protection are public once issued, certain petitioner information (such as home addresses) is kept confidential.
- Records closed by law or rule — Documents that contain sensitive or confidential information as defined by Arizona Supreme Court administrative orders or Rules of Court are not publicly accessible through the Clerk’s office or online portals.
When requesting records, the Clerk’s office may require identification for access to certain sensitive materials. The Navajo County Public Records Request page outlines the general process for submitting requests and identifies the appropriate office for each record type.
