Mohave County spans the northwestern corner of Arizona and encompasses three major population centers — Kingman (the county seat), Bullhead City, and Lake Havasu City. The county’s trial court system includes the Superior Court, four Justice Courts, and three Municipal Courts, all operating under the supervision of the Arizona Supreme Court. The Superior Court handles felony criminal matters, civil lawsuits exceeding Justice Court thresholds, family law proceedings, probate, and juvenile cases. Justice Courts adjudicate misdemeanors, civil disputes up to $10,000, small claims up to $3,500, traffic infractions, and eviction actions. Municipal Courts handle city ordinance violations and certain traffic offenses within incorporated areas.

Are Court Records Public in Mohave County?

Court records in Mohave County are presumed open to public inspection under the Arizona Public Records Law (A.R.S. Title 39). This statute grants any person the right to examine or copy public records during regular office hours. Arizona Supreme Court Rule 123 provides the specific framework governing access to judicial records, establishing both the right of access and its limitations.

The following categories of records are restricted or sealed from public view under state law and court rules:

  • Juvenile delinquency and dependency proceedings
  • Adoption records
  • Mental health and civil commitment files
  • Grand jury materials
  • Records sealed by court order

  • Victim-identifying information in certain criminal cases

When records are provided to the public, the Clerk’s Office redacts confidential information such as Social Security numbers, driver’s license numbers, financial account details, and home addresses of protected persons. Exhibits and transcripts are generally available for viewing at the Clerk’s Office, but sealed exhibits, sealed files, and grand jury materials require a court order to access.

Marriage Records

The Clerk of Superior Court issues marriage licenses at all three office locations. Both applicants must appear in person with valid government-issued photo identification. The marriage license fee is $98.00 (in person: cash, check, money order, or credit/debit card). Applicants may also apply by mail using the Marriage License by Mail application, which requires a notarized affidavit and $98.00 plus $8.00 for postage and handling. Mail processing may take up to six weeks. Licenses are valid for one year from the date of issuance.

Certified copies of marriage licenses (marriage abstracts) cost $35.00 plus $8.00 for postage and handling. Requests should be directed to the Clerk of Superior Court, Attn: Marriage License Department, P.O. Box 7000, Kingman, AZ 86402. Birth and Death Records

Birth and death certificates are not court records; they are maintained by the Mohave County Department of Public Health, Vital Records Office. Arizona classifies vital records as confidential under A.R.S. 36-324, and only eligible individuals — such as the person named, immediate family members, legal guardians, or persons with documented legal interest — may obtain certified copies. Applicants must be at least 18 years old.

To request a birth certificate, complete the birth certificate application. For a death certificate, use the death certificate application. Applications may be submitted by mail or through drop boxes in Kingman (700 W. Beale Street), Bullhead City (1222 Hancock Road), and Lake Havasu City (2001 College Drive). The fee is $20.00 per certified copy for both birth and death records. Amendments cost $30.00 and include one revised certified copy. Non-certified copies are $5.00. Accepted payment methods include debit/credit card, money order, cashier’s check, or exact cash; personal checks are not accepted.

Mail requests should be sent to:

Kingman, AZ 86402-7000

Processing typically takes up to two weeks. Same-day issuance is not available.

Mohave County Probate Court Records

Mohave County does not have a standalone Probate Court. The Superior Court’s Probate Division handles all matters related to the administration of decedents’ estates, interpretation and enforcement of wills, appointment of personal representatives, and distribution of assets. The Probate services page on the Mohave County Courts website explains the process for informal and formal probate proceedings.

Guardianship and Conservatorship

The Superior Court also has jurisdiction over guardianship and conservatorship proceedings. A guardian may be appointed for an incapacitated adult or a minor child when a parent is unable to act. A conservator manages the financial affairs and property of a protected person. Arizona law (A.R.S. 14-5651) requires non-licensed fiduciaries to complete mandatory training videos before letters of appointment are issued. Certificates of completion must be filed with the Clerk of Superior Court along with the guardianship or conservatorship paperwork. Downloadable forms for both types of proceedings are on the Guardianship/Conservatorship form kits page.
